Propaganda porcellain was one of the tools to perpetuate and consolidate the importance of a historical event (in this case), along with awards and special holidays. By the way, the jubilee medal "XX years of the Workers and Peasants Red Army" was the first medal established in the USSR. It was awarded the persons who served in the ranks of the Red Army and the Navy by February 23 (Red Army Day) 1938 for 20 years, as well as the existing military — participants in the civil war, who have merits to their homeland.
